Proof of identity?

We are scrapping a car and the council will do it free of charge. All good. But they want "Proof of identity. Please send original documents only, no copies (No Driving Licences, Passports or Birth Certificates)".
What else other than those is considered proof of identity, and not just proof of address? Any ideas?

Maybe they are asking for proof that its your car so the ocuments re the car?

ahhh i see you could be right there.......would your council tax bill or medical card be ID, or NHS card thats often used as ID for younger people
