WWYD? Self employed, just found out i should have been filing a form and haven´t...

.. I´m in spain so assuming the majority on here won´t have expertise in spanish tax laws so it´s mostly personal opinions i´m looking for.

I´m self employed and have been since 2005. I have only just taken on bookkeepers choosing to do all my paperwork myself beforehand which is really common here as it´s fairly straightforward. Unfortunately I have just found out there is one form I should have been filing annually which I haven´t been.. so I have 3 years in arrears but as I have found out i still have time to file for 2008.

The current bookkeepers say late filing carries a MINIMUM fine of 75euros per year but presumably the max is variable depending on who knows what and they could not predict that. They also said it is my decision whether or not to volunteer that i am behind and file in retrospect. They said filing 2008 will not necessarily flag up that I have not previously filed. But of course it might.

So WWYD? Do I hold my hands up and hope it is the minimum and just be done with it? Or keep quiet and hope it doesn´t come to light? (bearing in mind it might not ´just´ be 75e x 3 but a lot more?? )
