Is the 10% Halifax Regular Saver worth taking out?

Which is the best in your opinion and eperience and do you have any pearls of wisdom to share please/

I'm opening one for the dc's. All the others had penalties that were too severe for withdrawals and we need to withdraw 3 times a year.

It is only for a year remember, then the balance is transferred into a Save4it account which is still an okish rate of interest.
