Anyone used certified ID by post to access a matured CTF?

Son has just over £500 in a matured CTF with NatWest. We have been trying to use the online portal without success (it seems many are having this problem). He is now nearly 19 and his father who lives at our old address has not been passing post on/is NC, so I didn't get our address changed with NatWest until recently. The portal will not accept his details even with new address. I am absolutely fed up with it. I think they may have already automatically transferred his money into an ISA which has a different account number, and I don't have the details of it.

There is an option for certified copies of ID/the maturity process by post. Has anyone ever tried this? I think it would cost about £25 to get this done at the PO which is mad, but it seems our only option. Don't want to pay to get this done unless it's going to work. To complicate matters, son is non verbal so a phone conversation with them is out - they won't talk to me. He has capacity and a current account of his own.
