UC childcare on maternity leave

I really hope anyone can give some insight as i am so confused.

I (37 f) had my second baby in August and went on maternity leave. I am receiving statutory maternity pay + occupational maternity pay.

My partner (40 m) is self employed but not earning while the business starts so we claimed universal credit as of July.

Our eldest child (2) started nursery in October and we received the first childcare 85% element payment in November.

UC then stopped all payments in December while a decision maker looked at our claim. They have on Friday come back saying the childcare element will not be paid with no further details.

I am so confused - am I not entitled to the payment while on maternity leave? Everything I can find online doesnt give a clear answer about childcare on maternity leave.

We are now 2 payments for childcare behind (£2150) with no uc at all since November and it is a serious financial issue.

Side note: we were told to change the main carer to me to stop me having to come into the jobcenter but I dont know if this has had any bearing on it?

If anyone can help it would be really appreciated
