How can ex NOT pay CSA when it should be automatically deducted from his benefits???

I'm new to receiving CSA so I may be confused here. My ex partner is on state benefits, I was awarded a pathetic amount of CSA which should of been monthly from June of this year. I received ONE payment in July and have had nothing since.?? Does anyone know why this would be?? Does it come straight from his benefits?? Or has he cancelled a direct debit for example??
It is arranged through thr collect and pay system as I can't stand to have contact with him. Iv tried and tried to call them to no avail

Child maintenance is only 7th on the list in order of what debts they make you pay off, if he's got debts to pay back of the other 6 above those will be paid first, and they're only allowed to take so much from him out of his benefits, if that ammount is swallowed up by "more important" debts, you get nothing.

They won't make more than 3 "third party" deductions from UC at any one time, so if he already has 3 deductions being made, and they take priority under the regulations, your CMS deduction may be the 4th and won't be paid, I'm afraid.
