£150 Council tax rebate

I've been told today that the £150 council tax rebate is just a loan. My understanding of that is that we are getting £200 in October as a loan but that the £150 due in April is not repayable.
Does anyone know which is correct?

The £150 is 100% not re-payable. The £200 is.
