Holiday refund for the coming weekend - who pays?

We had booked a weekend away - just a cottage for the 4 of us in the family - to have a change from everyday things as we haven't had a holiday since summer 2019.

As it turns out we are now Tier3! Can we still go? I am assuming not. Is there any way to claim a refund for such a situation?

The cottage owner is an individual and when we discussed this possibility Jen booking he told us that since any new tier announcement would happen on 16th with effect from 21st, we don't need to worry about it. Guess that didn't work out for us.

Does travel insurance cover us? Should the cottage owner return our money? Should we bear the loss? It's £600.
