Funded childcare - 2 year olds

Hi all.
Just a bit of advice with regards to funded childcare for 2 year olds.
I'm a single mum who works part time, my salary is 19,500, I get UC top up, but with that I get a £700 deduction because of my earnings. I claim the childcare element and I get the maximum which is £646, my childcare is £903.00, that £646 I received back goes onto next month's childcare and so on.. With what's left I use for bills, council tax, food, petrol.. I very almost certainly end up in my overdraft every single month. DD father is not paying any maintenance at the moment.. Spoke to UC work coach today who advised I could look into funded hours for 2 year olds.. I looked at the criteria and it's an annual household income of less than £16,000 which includes UC.. I'm over this with my salary and UC, just wondering if the local council excempt any particular cases? My childcare swallows up 80% of my monthly wage, then I get the proportion back which I use for next months childcare. Just wondering if I should look into it any further or not. This wouldn't be an issue if DDs father was paying maintenance.
