Empty Home Premium - council tax

I am a little behind on council tax but should be all caught up by end of tax year. I pay by direct debit and thought I had a payment plan set up with them but they have changed it and have decided to charge me for the whole of last year, its not alot but I cant afford the full amount and pay my other bills.

The second bill is this year and I see they have added an Empty Home Premium? this house isn't empty, I am not sure what this means but its nearly 600. I live in HA but work full time.

Can they refuse my payment plan and add the empty home Premium? Maybe they have came to the door multiple times when we are at work? Or is it deed poll thats the issue?

What do you mean by deed poll? I'd contact them as the empty home premium is charged when a property hasn't been in use for 2 years

I meant the register to vote form. I have contacted them and sent them the evidence they asked for and they stopped the direct debit. I had the form in my to do pile but I forgot.

Sound like they think this is a second home for some reason. Do you regularly stay elsewhere?

I have emailed them as my council are quick with email and I can use it when I am at work. Thanks for help.

I don't know, I used to use my mums address for alot of things. I am registered to vote at my old address so its probably that. The flat wasn't empty that long before we got it.
