Adding partners son on child benefit claim?!

Hi, my ohs son moved in with us in July, we made a claim for tax credits and child benefit. Tax credits were fine but there's a delay in child benefit because apparently oh ex is still claiming for their son. They have sent her some forms to fill in confirming the dates which she said she's received but won't get back to my oh answering if she's sent them off and child benefit have said they haven't yet received them back. They posted them to her on the 5th August!
Beginning to feel like we are in the palm of her hand, but we are getting desperate for the money now and I don't know what we can do about it. We've been told it will take up to 12 weeks from when they receive the forms from her.
Anybody been in this situation that can give me some advice please? How to make the ex return the forms? Will it really take 12 weeks? Thanks
