If two people jointly own a home, can one of them rent it out (privately) with out the others consent?

I doubt it - you'd need to change the mortgage which will need the permission of both.

not doing that means mortgage fraud. You might want to contact the lender and advise what is happening.

there are also all the insurances etc etc etc.

You would also be entitled to half the rent. As a joint owner you can also serve notice on the tenants.
