Non-university students; can they claim housing benefit?

DD will be doing a level 6 qualification at a private college

Can she claim housing benefit as she will be 17 when she starts?

Does she have any disabilities/special needs?

nope
& it's a level 6 course

So I don't think she can

I thought there was something funny if they were younger when the course started
