Age related question re fines

Dd has copped for two fines since turning 16. 1st time she was caught without a ticket on the tram, she had to provide parental details to them. 2nd time's fine was for dropping litter, they addressed all corresondence to her. Not disputing the wrongs she has done but am wondering why we were informed by transport police but not when she was copped by council. Am mad about this cos she chose not to tell us so i have just had to pay her fine to avoid her being taken to court, she is full time student and couldn't afford it herself.
