Have you tried Zopa? They're not a bank - it's individual people with money to lend to others. They look at your circumstances a bit differently from banks.

Can you get a crisis loan from social work? How much do you need - could you borrow from a friend? I'd always lend if a friend was desperate.

Without being nosy, what do you need it for? Eg if its for school meals, could you talk to the school?

Why do you need it? Could you fundraise for it? Go to your local Citizens Advice. Try a local credit union.

You have to already be a saver with Credit Union before you can borrow, I think.

If you're already behind on household bills and owe money how will you pay this back? You could be digging a deeper hole for yourself.
I know it's an emotive subject, and I know nothing about it, but do you really need to buy a headstone now? Putting a roof over your children's heads is far more important.

Citizens advice should be able to help you to deal with creditors. Please stay away from 'payday loans' and such like. The interest charged will ensure yours borrowing from them for life just to keep up with the interest.
Please get professional help and advice, and tell your creditors you're doing so.

Call the council, garage, vets, head stone makers, mortgage company and your friend.
Explain the situation and offer a realistic payment plan.

And get a job.

Is the vet bill for a pet that still alive? If so could you sell it? Or give it away to save money feeding it etc?

Could you sell your car to pay off something?

If it's mortgage arrears, it's got to that point, you really need to go to Consumer Credit Counseling or other charity offering free debt counselling. A look on MoneySavingExpert site will give you a list of free services. Do not pay for it!
