Tax credits - drop in income

Can anyone explain the £2500 disregard for drops in income for me please?

If our income
2012/13 was £25.5k
2013/14 will be £19.5k

So award for
2013/14 will be based on £22k?
2014/15 will be based on actual earnings of 19.5k or still £22k?

I am trying to work out if we will receive the childcare element so I can go back to work following ML.

The new award will be based on the lower earning figure, provided you tell HMRC.
