Presume the person whom the order is against has been ordered to stop & refrain from restarting something they are doing. Context might help CT

I never understood what the difference between 'cease: to put an end to' and 'desist: to cease doing something' was tbh

usually it is in the context of copyright
eg cease and desist using my drawings on your t-shirts that you are selling on ebay
(or whatever)
