admitted liability but are delaying paying money......

Hi all
I suffered a bad head injury last January after slipping on surface water in a subway. I ended up in hospital getting my head glued back together. I was 12 weeks pregnant at the time so couldn't have any painkillers stronger than paracetamol.
I informed the council so they could write it in their accident book and they sent me a letter accepting full liability for the accident and asked me to fill in the claim form they'd enclosed. At first I thought it was a joke as it was asking for my NI number- I rung the number and they said it was genuine.
I filled the form in last Feb and sent it back.
They have sent me four letters so far- all saying they are looking for a Neurologist to see me- as I suffer from anxiety, panic attacks and severe migraines. I see a counselor every Monday.
A week before Xmas they sent me a letter offering me £1000- they said it was instead of seeing a Neurologist and to stop the delay with my claim. I rang them and said I still wanted to see a specialist.
Since then I have rung them to ask what is going on- we have an NHS hospital near us and a private one too- they say no-one will see me.
I have contacted my Dr and asked him to send me to a specialist at the local hospital.
Do you think the insurance company will accept the report from my specialist?
Do you think they are delaying things on purpose?

sorry about your accident - but with respect, why not just accept the money and use it for a private neurologist visit if needed?

you did the right thing reporting it to get the subway fixed, but slips and falls do happen. No idea why it has taken so long to sort this though.
