Is this some kind of fraud?

I get CSA letters sent to my friends address as well as letters that have come from DD's dad because i cant have them sent here for family reasons. The CSA and DD's dad are the only 2 people who know my friends address. I've never lived at my friends address.

Today my friend got a letter named to me but addressed to her from the jobcenter saying that since I have told them i've changed address they've given me a form to fill in and send back.

I havent moved. I havent rung them to say i've moved. They dont know that i have CSA letters and DD's dad letters sent there. I will call them tomorrow but......how is it possible to have a letter like that when i've not told them i've moved or ever given them the address?

I presume the job centre computers are linked to the CSA's, and the discrepancy in your address has been flagged up. I'm not clear what you think is a fraud - are you asking if it's fraudulent to claim from two different addresses?

I don't understand what the CSA would want with the benefits I recieve especially income support. It says that I told them about the new address. I didn't.

Do you mean Spam rather than fraud? could be. Have a look at the letter and if you're not sure call the number you have for the jobcentre, not the one on the letter the one you normally use or go in and ask them about the letter. It may well be spam

The CSA is part of the DWP so I think you've just been flagged as having two addresses on the system, with your actual address being the more recent. You could say you are using the friend's address for correspondence purposes but my gut feeling is they won't regard this as acceptable.
