Can you claim VAT back on delivery charges?

Hi i'm trying to organise dh's accounts and it is intention to go VAT registered. Just unsure as to whether or not I should include delivery charges when doing a VAT break down??

goods you are sending out or stuff you are buying in?

inward postage costs are definitely an expense
and most carriage has VAT on it which is recoverable
