Help please! Housing benefit and carer's premium, disabled child

I have been having a lot of problems getting my housing benefit correct. I have finally managed to get them to add on the disabled child premium, and that has been dated back for 2.5 years! Hmm However, I get carers allowance, so I believe there should be a carer's premium too.

However the housing officer person insists that the carers is for my son, not me, and it has to be the claimant who is entitled to carers. I disagree, I am the carer for my son, it is MY benefit.

It's now being passed to management, but I would like to know, if there is any rules regarding carers for a child, or if anyone else receives the premium?

"Carer Premium

The Carer Premium is awarded if either you or your partner are looking after a disabled person and:

receive Carer?s Allowance
or made a claim for Carer?s Allowance on or after 1 October 1990 and would be entitled but for an overlapping benefit.

If both you and your partner satisfy the qualifying conditions two premiums can be awarded.

The carer premium continues for eight weeks after caring ceases." From the DWP website

DD1 gets DLA, and I get HB. We get the disabled child premium, and the carers premium.
