Student loan - Income or LOAN!?????????

I won't go into how much the classification of my student loan as an income as far as benefits are concerned makes me mad! What I want to know is this; if they take my loan as an income, does that count for dd's father as well? We are both full time students, but I don't hear from him much and he doesn't send us money so it's time to get the CSA involved. Will his loan count as his income for this or will he get away with giving me nothing? If this turns out to be the case I am going to be soooo mad, as surely it can't count as income for me but be disregarded for him?

I think it's department specific? WFTC don't count the loan portion, only the grant. Housing etc do count it as income.

Pretty shite though isn't it that they count any of it: drives me amd, after all I'll be spending the next X hundred years paying it back
