Does this sound like a scam to you (and is he thick to have bought it)?

Friend told me today he's bought a mobile phone for £400 (!) and has been trying to ring the number to activate it for a week but is getting an odd tone, like BEEP beep BEEP beep - ie no reply and he can't get through to arrange to send it back. Company he'd bought it from didn't ring any bells with me (sorry can't remember name) but it wasn't any of the main ones.

Sounds well dodgy to me. What do you think? I only ask because he's pestering me to sign a statement saying I heard the tone on the other end of the line (I did) and I am reluctant to get involved...

Also if it's a scam, what can one do? I suggested trading standards and take it from there, but I know nothing and I know some of you are very up on this sort of thing. Can you help?

More info on the Consumer Direct website - does sound a bit dodgy. If you find out the company name, you could try googling it to see if there are any other victims of it?
