Waited 3 hrs for a fax insurance cover note - should I complain?

Basically, because the company's telephone number is an 0800 one, I was put through to India. They sent one fax to the garage within 5 minutes of ringing even though they said that the fax dept was not open (I reminded them that they are 24 hour service!!!!).

Unfortunately they got the reg number wrong by one letter so I called them back. When I called to change the wrong digit for some reason they did not send a fax but were quite happy to ring on my mobile and at least ten times tell me that it was "coming through the fax now". We checked the fax both internally and externally to check it was working.

I spoke to about 7 different people (whose names I could never make out) and eventually after losing it a bit spoke to a "customer service manager" who duly informed me that I would have saved time if I had asked to be put through to Britain!

Another manager said he was not prepared to send a fax from his office because it would be from the wrong department, but wanted my garage to accept his verbal confirmation!

Another told me that she wanted the staff of my garage to wait around 10 minutes after closing time (5pm) but she was not prepared to wait for the fax to come through in a couple of minutes.

Surely this should have been easy enough to deal with, but it was a complete nightmare. I broke down 2 miles from home at 1.30pm and got to my house in the courtesy care at 5.45pm!!!!

If the fax hadn't arrived at 5.20, I would have had to take a taxi journey tomorrow to do Christmas shopping 20 miles away, but I would have charged them for it.

Would you complain? I feel like dropping an email to Watchdog.
