Pregnancy of unknown location. Super confused regarding hcg/progesterone levels.

Soooo me and hubby found out on Tuesday (18th) we were expecting baby. Friday (21st) I ended up in A+E in agony so they drew bloods and sent me home to wait for a call from local EPU. they rang yesterday and told me my hcg level was 60 but never mentioned what my progesterone was and I didn't ask as in the UK I know it's only ever mentioned during fertility treatment.
She had me for a scan this morning - couldn't see a gestational sac but did say she couldn't see any fluid and she wouldn't be expecting to see sac with hcg being so low so they've said that it's either a miscarriage waiting to happen or I'm earlier than we thought. And repeated bloods which results be back tomorrow. They have just uploaded my progesterone results, which is 26.9nmol/l but haven't had my hcg back. I'm convinced hcg will be lower which will yes tell me that pregnancy isn't viable but my question is for being 3/4 weeks pregnant is that progesterone normal or low?
