Free Androgen index 26.4% - Is this Tostrans doing, or something else?

No worries if this is too specific, I've got a text asking me to make a gp appointment to discuss but the receptionist says there are none available, so I'll be playing cat and mouse trying to get an appointment for a while!

My blood test came back with Free Androgen index of 26.4% (Serum testosterone 9.5 nmol/L and SSHB 36), is Tostran alone enough to do this, or does this mean I likely have an underlying condition? I've been taking this for over a year and am not sure if the hospital have been testing my levels before this, I can't find anything to compare with.

I'm on tostran gel, one pump every other day (usually ends up being 2-3 times a week as I usually forget at weekends). I'm 35, on hrt for the past year with premature ovarian insufficiency

Just found My testosterone level from July 24 when testosterone level was 1.2 nmol/L, it was tested again in March, but I can only see it was noted as unremarkable, not the number. Tested again in August, but results not shared with me and then again in October which are the results above.
