I'm 10 years post last period.

Someone (not medical) suggested progesterone might help me - vaginal atrophy, appalling inability to sleep, general blah mood.

Would it help? Or is it too late?

Not too late at all.

If you're over 60 you won't be given tablets (higher risk of blood clots).

Localised estrogen (cream or pessary for example) is one way to address vaginal atrophy. Progesterone might help with sleeping. If you have a womb, you will likely need a combo of both estrogen & progesterone. My advice would be to gen up a bit from online forums like mumsnet and then go to your GP armed with a basic understanding of what you want.
