No, I believe it is such a little amount and it stays in the area where it is put.

No. Internal oestrogen doesn’t get absorbed into the bloodstream, it stays locally. You don’t need the progesterone. You only need progesterone with systemic HRT (ie tablets, patches or oestrogel if you have a womb).
