Terrible dry skin

I'm 50, had a hysterectomy 2 years ago and have been on HRT for 15 months.

It's been amazing. No night sweats, mood is settled. But these past few months I've noticed how dry my skin is, particularly on my legs. No matter how much I moisturise it seems to make no difference.

Is this an age thing, Menopause or HRT thing?

Urea cream is good for stubborn dry skin.
