Is it peri-menopause? & HRT advice

Hi, I'm 48 and last year periods stopped for 6 months and I had hot sweats and insomnia. Suddenly all this stopped and I went back to normal for 5 months. Now for a week the hot sweats and insomnia have started again. I asked my GP and she said sounds like peri-menopause and didn't offer blood test.
My situation is that I have a neurological condition and at high risk of falls so I am concerned about osteoporosis.

At what stage you normally be prescribed HRT.
