can my dd move in with me?

i am private renting and am getting rent paid by hb,it's a 3 bedroom house and i live here with my 4 sons,my dd lives with her dad but she wants to move back here to do either a college course or apprenticeship.

Do i have to ask permission? and if so,who do i ask? my landlord i guess but what about the council?

I don't think you need to ask anyone. It's your daughter and she's entilted to live with her mum if she wants.
