Free milk at schools...

Am i right in thinking all under 5s get free milk at schools?
Or just those recieving IS, JSA etc?

On the form there was the option £12 enclosedfree milk for nursery *Entitled to free milk (cant think what it said but this was the option for benefits).
I asked them what one i tick im on JSA she said i have to apply for free milk but it wont be sorted by the time she starts so i had to pay the £12.

no, you shouldn't have had to pay for anything as long as your child is under 5.
only thing i can think of is that they want you to pay for the entire year in advance? so, if your child turns 5 in december for example, the £12 might be to cover him until july or whatever?
