Will Luton ever improve?

Call this nuts, but I reckon there is some state conspiracy to mash up Luton. Like for years, it's been neglected, broken, and rundown. It's a big place that has really bad facilities compared to even smaller towns nearby. And it's not because Hitchin, St. Albans, Harpenden, etc. are rich. MK isn't that rich neither is Bedford but they're better overall.

They recently built some park/steps thing near The Mall to try and brighten things up, but we'll see if that happens.

This is just a rant really, since the Labour council got relected this week, and I doubt they'll improve much. The DART to the Airport is nice tbf, though it's like £4.50 for a single ride which supposedly is more efficient the once free bus service.

I dont' live in Luton, but my friend lives there and I feel for her since she hates it and wants to move out and is saving money to get out. Seems the council and the central government have let it decline, for whatever reason. Oh, and Andrew Tate lived in Luton, so maybe this is why it's rank and disgusting.
