Looking for Kevin Earle (adopted from Oldham in early 1960s, moved to Scotland)

My good friend Sandra has been searching for her brother who was adopted in the early 1960's.
For 15 years now we been searching for him without success.
His birth name was Kevin Chorley born April 1960 in Oldham, Lancashire to Terence Chorley and Joyce Clayton (maiden name).
He was fostered by a Mr and Mrs Earle in the Oldham / Saddleworth area.
On his birth certificate it is written 'adopted Scotland'.
On Sandra's adoption file it stated that Mr & Mrs Earle were moving to Scotland and were keen to adopt Kevin. It is possible that his first name was changed by his adopted parents.
We have reason to believe Kevin was in the army and met (possibly married) a German lady. No idea of further details.
We have tried all the usual places to try finding Kevin, but unfortunately to no avail. She has tried uploading DNA to ancestry website but no matches.
Does this person and/or his adoptive parents ring any bells or sound familiar to anybody?
Would love to be able to find him and reunite him with his birth sister.

There are groups on Facebook which try to find missing people. It's worth a go for this situation. In some cases they advise people to share, and on others there are people that trawl through resources available on the internet. One example is this

Have you tried one of the army retirement organisations?

Other than that I would use a professional genealogist, check references obviously, but they often do a very good job.
