Council Funding at Independent Nursery?

Can anyone with children in nursery at independent schools tell me whether the council funded 15 hours of nursery care can be used there? Moving from private daycare where we get a discount to independent nursery later this year and keen to understand how this works.

Not all sign up to it as it means they have to meet specific criteria regarding available hours and no top up fees. Also the funding does not cover their costs.
