I have just tidied up my garden to let kids out, but noticed the neighbour at the bottom hanging over my fence with a fag, then he starts spitting great dollops of gob into my garden. Surely I should be able to go over and tell him that this is just too revolting for words, but am nervous about have a torrent of abuse thrown back at me. It is a rented property and have never seen this neighbour before. What can I do to let him know that I wont tolerate this behavior without provoking a full scale argument and neighbour war? I can't let the kids out now on this beautiful afternoon as he is still hanging over the fence.
