Schools responsibility to educate your child

I am concern about one R&C Church school in Crouch End and their responsibility in educating their pupil! I am in shock how any school could allow any child to go through their school until the end of year 5 at a level 2. Shouldn't children at this level have some sort of intervention? worst yet the child work at home/tutoring does not reflect that of the levels of the school.
What would you do if this was your child even after meeting with the school in question?
Is there an issue around hidden curriculum as one parent stated, this is use to keep some children behind...anyone has any knowledge of this?

I don't know anything about a Hidden Curriculum, but if my child was level 2 in year 5, I would certainly expect some additional support in school. As I understand it, schools aim for year 6 leavers to be at least level 5.
