Im currently working at Sunderland city council ...I've just getting a contract with them working at a school cleaning ...I've been told that I have to take my annual holidays during school holidays only ...is this right ?

Yes it's the same for teachers, assistants, etc. As there already is allocated holiday time, to employ staff who then want to take time off, when they are most needed wouldn't make sense.

You can however apply for special days off (well a teacher can anyway).
