we rent a 3 bedroom bungalow, which was converted from 2 bed, ie loft is now 3rd bedroom and shower room, and kitchen been added onto original bungalow. Neither of these have been signed off by council as safe(ie completion notice). seen solicitor who says it's illegal, but council say it is not illegal, who is right???
