Employer not enforcing earnings arresstment (scotland)

An elderly relative was ripped off.
Took to small claims, was awarded in her favour.
Fast forward, sheriff officers served earnings arrestment to her employer.
They have not acted on it, sheriff officers say now time to take more action, but relative does not want to spend any more money as had none back.
I've guided her to this point, but now im stuck.

Are the employers now liable if they don't enforce the arrestment?
I'm going to call them tomorrow, so any advice would be appreciated.
