Legal position on expired EICR and delayed remedial work quote

I have let out my property and the EICR ran out on July 5th. The letting agents sent round their pet electrician on July 2nd but I did not get a full report from him until July 21st and it was priced very high. (I had a terse summary from the agents on the 18th). Another electrician who saw the report said he thought they had bumped it up a lot and another said he thought it needed a different consumer unit to simplify the work - but still more than £1000. Five years ago no problems reported! So looks like I have been steam rolled into accepting first electrician because he took 19 days to send me the report. The decline or doing the work is July 30th. What is the legal situation please?

Well known agents trick to bump up prices. I would get your own electrician to do the work.

Relative of mine was in a rented flat and the agents sent around a cowboy who arrived without tools, stood around bragging at how a complete rewire would cost the LL 5K and then left 10 minutes later after not doing any work. Subsequently submitted a fraudulent form of which we still have copies. The EICR is supposed to be completed online in real time. LL got her own electrician who duly arrived with tools and laptop. Charged £200 for the survey and then £500 for new consumer unit. It did not need a rewire. At a later stage when the agent got funnu over something else we threatened him with reporting to the regulator, the council trading standards and police for fraud. The slimy agent soon wound his neck in.
