Does section 20 temporary foster care require consent from both parents? Absent father

Section 20. Do both parent have to sign for child to go in to temporary care?

DD 15 is likely to be going in to foster care - no parenting issues but she is at significant risk to herself.
She has had nothing to do with her father for over 11 years but he is named on her birth certificate and Social worker says both myself and him have to agree dispite DD saying for him not to be contacted at all and that she wants nothing to do with him. Previous DV and he physically abused her older brother (he has a different dad). From what i have read it can be done if 1 parent agrees. I do not have any details for him and unable to contact him at all.

She is currently in hospital and likely to be discharged tomorrow but given multiple circumstances she isn't able to return home (way to long to write out tonight)

Need to know if Social worker is delaying things. Or if both of us genuinely need to agree for it to happen?

They can definitely proceed with only your consent.
