Using utility room as an extra bedroom - impact on being 'overcrowded' in council house

I currently live in a council house that is overcrowded by one bedroom. We have a utility room directly off of the kitchen that would be large enough to fit a bed, wardrobe and chest of drawers and have thought about using it as a bedroom. It has a small window and its own front door (so has a fire escape). However, if we did proceed with this would this then impact our suitability for a bigger property/would we no longer be classed as overcrowded?

There are medical needs why we need an extra bedroom.

No it wouldn’t as on the deeds it stays the same. Dont tell them how you are using the room.
