Lost and expired passport and driving licence

A relative has essentially been living off grid- he was homeless for a while and doesn’t have his expired passport. Estranged from immediate family.He was banned from driving decades ago - He has no ID documents bar benefits correspondence. He lives in a HMO and now wants a passport. He is isolated socially bar me. I would like to help him at least get a new passport but I doubt if I could vouch for him as I’m not independent. His GP surgery won’t do passport ID forms//certification and he says his Jobcentre don’t get involved. What can he do? I would vouch for him as I have known him my all my life ( no risk to me). He has no friends bar acquaintances in the pub . Grateful for suggestions please.

The landlord of the pub could do it if he's known him for long enough.

If he has official correspondence, he might find that when he goes online, he's not asked for any extra verification? The post office provide a counter signatory service. I presume it's chargeable.
