Do councils allow exchange of contracts then completion

Hi,
We are selling our flat back to the council. They have agreed the price etc and all is going through ok.
Does anyone know the rules about whether councils allow exchange of contracts then completion at a later date or do they stick to exchange & completion on the same day?
(I hope this makes sense).
We have had an offer accepted on our next house and are wanting to exchange contracts but the council haven't responded as to whether they will allow us to exchange contracts.
It just holds up our future purchase as our solicitor won't exchange contracts until the council agree.
Does anyone have any experience of this?

I don't think there are national rules. Whjy don't you chase the council or get your solicitor to do it?

Your solicitor should be assisting in simultaneous exchange on both properties . . .
