Rats out of the bag

Hi all.
new here! I have 4 reports confirming rats are getting into my cavity from the neighbours house. Primarily under some decking. Environmental health are absolutely useless, has anyone had any issues similar and if so what was the outcome?
I have read online people have had similar issues with conservatories and rat ingress via suspended floors/cavity compromised but there doesn’t seem to be any kind of outcome.
can anyone help me? I have spoken to a solicitor regarding a nuisance claim but that is as far as I’ve got.
any help appreciated.

Sorry yes, we are a semi detached property. There is an underlying issue with the drains he has built the decking over and he’s extremely evasive. Surveys have picked up previous defects which I am told were fixed but who knows.
The entrance to the cavity is somewhere in under the deck in which we can’t get to.
it’s been going on a few years now 😔
