Neighbour keeps flytipping

My neighbour keeps fly tipping into a public bin at the end of our culdesac. Mainly cardboard and a whole melon spotted most recently which are clearly not for a public bin. He's also never puts any of his household bins out on collection days so I have no idea where he's putting the rest of it.
I have a few videos from our ring doorbell proving it's him.
Is it worth reporting so he's fined and hopefully stops? The public bin he uses is only collected about once a month unless reported and when it's full there are dog waste bags spilling out of it as it cannot be used for its intended use.

It's not fly tipping if he is putting it in a bin.
Can you link to the legislation that says a melon cannot be placed in a public bin?
