Best mail service for letter of complaint.

My brother’s treatment has been cancelled and re arranged on at least 3 occasions. I am sending a letter of complaint ( he has autism and has tried ringing oncology but gets the run around and can’t cope). Should I send recorded delivery/ signed for? I want to make sure it gets read by PALS and the oncologist, or at very least the Secretary to the oncologist.Thanks!

The only thing recorded / couriered will confirm is that it was seen by the hospital's mail room, not the individual that it's addressed to.

Thanks everyone . I got a reply via email from PALS. Also got a call from an oncology nurse who is doing his best to expedite things. I’ll use email going forward.
