Inheritance Tax & Letter of Administration Question

Estranged parent has died leaving a large estate without a will. Parent died unmarried so under the rules of intestacy, myself and my sibling stand to inherit.

My sibling was appointed administrator and as we are not on speaking terms, I have had to access the document of probate on the gov site, the "Letter of Administration" with the value of the estate outlined. My question is: Is this number the value after IHT has been deducted, or is this value now subject to IHT?

That is the value before any taxes are paid.
