Interpretation of a Court Order - advice needed

Currently in proceedings for child arrangements.
Domestic violence has been established as fact.
Having read the last court order from the last directions hearing, it says the following:

Issues:
"The issues the Court needs to decide are whether the time the child spends with the father are supervised or supported"

Can I interpret that as UNSUPERVISED isn't an option for the father?

I know you're a family lawyer so believe your interpretation.

Does this mean as a whole? Cafcass haven't made any recommendations currently to change contact which is currently supervised in a contact centre, so can I assume this is the final issue for the court to determine and there isn't an option for contact to progress to unsupervised?
